Ramaphosa Mourns Former SARS Chief Oupa Magashula

President Cyril Ramaphosa has conveyed his condolences following the death of former South African Revenue Service (SARS) Commissioner Oupa Magashula, who passed away at the age of 63 after a prolonged illness and hospitalisation. The Presidency confirmed that Magashula died earlier this week after spending an extended period in hospital.

Magashula served as SARS Commissioner from July 2009 to July 2013 during a period marked by the aftermath of the global financial crisis and the buildup to South Africa hosting the 2010 FIFA World Cup. His leadership focused on strengthening revenue collection at a time when the national fiscus carried the pressure of supporting economic recovery and preparations for the World football tournament.

Before joining SARS, Magashula built his career as a trade unionist and later entered the corporate sector, where he held senior roles in organisational management. He later transitioned to public service through SARS, where colleagues said he helped streamline systems and modernise administrative processes. After leaving the tax authority, he continued to serve in leadership positions across several businesses where he was known for his strategic insight and commitment to mentorship.

President Ramaphosa said Magashula made a significant contribution to the country’s economic landscape. “Oupa Magashula devoted his life to the development of our economy and the stimulation of entrepreneurship among a new business generation,” the President said. He said Magashula led SARS during a challenging period in the global economy. “He led SARS at a critical period during which our economy was affected by the global downturn of 2008 but during which we also relied on fiscal resources to host the 2010 FIFA World Cup.”

The President described him as a principled and compassionate leader. “Oupa Magashula was an astute compassionate leader whose mission at SARS was driven by the needs of the most vulnerable South Africans and the requirements for economic growth,” he said. Ramaphosa said Magashula continued contributing to national development long after leaving SARS. “He went on to contribute to growth through his roles as chair or director of diverse businesses that benefited from his intellect, varied professional experience, and commitment to a better South Africa.”

President Ramaphosa said the nation mourns a leader who remained dedicated to improving institutions and advancing economic growth. “May his soul rest in peace,” he said.
