Maputo, 12 September 2025 – Mozambican Prime Minister Benvinda Levi has emphasised the urgent need to revise the country’s media and broadcasting legislation in light of the challenges and opportunities presented by the digital age.
Speaking on Friday in Maputo at the opening of the National Public Consultation Seminar on the Media Legislative Package, Prime Minister Levi acknowledged that while digital technologies offer vast potential for pluralism and citizen engagement, they also introduce new risks. These include the rapid evolution of information and communication technologies and the growing influence of digital networks.
“In this context, it becomes imperative to revise the legal framework in order to modernise it, protect citizens’ rights, strengthen press freedom, promote a fair, transparent and balanced environment for all media stakeholders, and recognise the role of media professionals by ensuring ethics, independence and dignity,” said the Prime Minister.
Levi stressed that the revised legislation should serve as a proactive tool to address key national issues such as peace consolidation, national unity, the promotion of Mozambique’s cultural and linguistic diversity, and the reinforcement of trust between citizens, institutions and the media. She also highlighted the importance of adapting the legal framework to meet contemporary challenges in the communications sector.
Also speaking at the event, the Director of the Government Information Office, Emília Moiane, noted that the seminar marked the culmination of an intense and inclusive consultation process which began on 18 August. The process included in-person sessions in all provincial capitals, where contributions were gathered from media professionals, academics, civil society organisations and other stakeholders.
“The active participation of these actors has enabled us to collect valuable proposals, concerns and recommendations to improve the legal instruments that will govern the media sector in our country,” Moiane stated.
This national seminar, she added, presents a decisive opportunity to consolidate all collected inputs and ensure that the final legislative text reflects the vision and needs of the sector’s various actors.
