The Directorate for Priority Crime Investigation has confirmed an investigation into the circumstances surrounding 17 South African men reportedly taken to the Ukraine Russia conflict zone, following cases opened by two daughters of former President Jacob Zuma. The first enquiry was lodged at the Sandton Police Station by Nkosazana Zuma Mncube, and the second was opened on Sunday 24 November 2025 by Duduzile Zuma. Both raised concerns about the whereabouts and movement of the men.
In a statement issued on Wednesday, the Hawks said the two matters are now being handled jointly as investigators work to establish how the men ended up in a foreign conflict and whether criminal activity occurred. The DPCI said possible offences under investigation include human trafficking, illegal recruitment, exploitation or fraud. The exact charges will be confirmed once all evidence has been collected and assessed.
The investigation involves cooperation with several government departments and foreign authorities. This includes processes related to international relations, identity verification and engagement with law enforcement agencies outside South Africa. The Hawks said the multi agency approach is intended to ensure a coordinated investigation within the legal mandates of all structures involved.
DPCI spokesperson Brigadier Thandi Mbambo said investigators remain in contact with the complainants and families of the affected men. “The DPCI is maintaining communication with the families as part of the investigative process and updates will be provided where appropriate without compromising the integrity of the investigation,” she said.
Once all evidence has been secured, the docket will be submitted to the National Prosecuting Authority for a decision on possible prosecution.
Brigadier Mbambo said no further details will be released at this stage. “To safeguard the integrity of this investigation no additional information will be placed in the public domain now,” she said.
The Hawks said the case has been prioritised and that all necessary steps are being taken to establish the facts and ensure accountability where required.
