More Woes for Former Spy Boss After He Was Slapped With Tax Evasion Charges

The former ambassador of South Africa to Japan and former Deputy Director for Counterintelligence at the State Security Agency (SSA), Thulani Dlomo, 54, has been charged with alleged tax evasion.

According to the National Prosecuting Authority (NPA), on Thursday, 16 April 2026, Dlomo appeared in the Durban Magistrate’s Court on five counts of contravening Section 234(2)(d) of the Tax Administration Act, as well as five counts of fraud by omission.

The charges emanate from Dlomo’s alleged failure to submit Personal Income Tax returns, and his alleged failure to declare his income tax to the South African Revenue Services (SARS) between 2018 and 2022.

Due to Dlomo’s actions, the State alleged that SARS suffered a total prejudice exceeding R600,000.

Dlomo was then released on bail of R2500, and the case was adjourned to 02 June 2026 for the State to provide the defence with a copy of the docket.

Dlomo is already facing prosecution at the Specialised Commercial Crimes Court in Pretoria for allegedly misappropriating funds during his time at the SSA.

He is out on a R20 000 bail, which was granted to him during his court appearance on 01 December 2025. He was given strict bail conditions, which include surrendering his passport, not interfering with the state witnesses, and reporting to the police every Friday.
