Russia Approves Roadmap to Expand High-Performance Computing and Supercomputer Infrastructure

New national plan aims to strengthen AI development, scientific research and technological sovereignty

The Russian government has approved a national roadmap to accelerate the development of high-performance computing and expand the country’s supercomputer infrastructure, a move designed to strengthen scientific research, artificial intelligence capabilities and technological competitiveness.

The initiative was formalised through a government directive signed by Mikhail Mishustin, Prime Minister of the Russian Federation. The plan outlines a series of measures intended to support the growth of advanced computing systems, artificial intelligence algorithms, grid technologies and large-scale data processing infrastructure over the coming years.

According to the government, the roadmap establishes a framework for creating unified standards for shared supercomputer centres and defining rules that will regulate access to these facilities for scientific institutions and key industrial organisations. The document also sets out priorities for the modernisation and future expansion of the country’s supercomputing capacity.

High-performance computing systems are considered a crucial tool for innovation across multiple sectors. They support the development of new materials, advanced pharmaceuticals, digital twin technologies and complex simulations, while also enabling more accurate weather forecasting and the advancement of artificial intelligence applications.

The government also plans to develop a specialised federal scientific and technological programme focused on creating domestic algorithms, methods and software for high-performance computing applications in various sectors of the economy. In parallel, new academic and professional training programmes will be introduced to prepare specialists capable of working with advanced computing systems and supercomputer technologies.

Commenting on the initiative during a government meeting, Prime Minister Mishustin stressed the strategic importance of strengthening the country’s computing capacity.

“Fast computing systems are today a key factor of progress in almost every field – from the development of new materials, equipment and effective medicines to accurate weather forecasting. Their role will only continue to grow,” he said.

In addition, new academic and professional training programmes are planned to expand expertise in supercomputing technologies and advanced data processing. Officials say strengthening education in these fields will help prepare specialists capable of working with next-generation computing systems.
